Are these standard sized chain ring bolts?  I.e. Will they fit a power disc and chainring?  They are labelled as 'double' sized.

Short answer, no.
Double ring bolts are too long and dont clamp up single ring/spider.
They can be "adjusted" to work if you are a bit handy with a file.

Or a hacksaw?  Could you take a few mm off each one to enable them to tighten up a single disc and ring?

Yes, just shorten the nut part, not the bolt  ;)
