Drop out savers??!?!

i just need an explanation of these,
are they effectively washers that are made of plastic so stop you tightening the wheel bolt and damaging the frame???

do the go on front and back????
where do i get these??? are there different types?!?


also i need a set of chain tensioning rubbers if anyone can help!?
