Yes you can ride it any time you like, but if it's not a race or official practice session you have to park up on the roadside.I wouldnt recomend you bother between October and April, it's usually under water.

Joe, let me know when you go up. If its a weekend I might meet you up there. I want to give my boys a spin on the track. The last time they went there they couldnt ride 2 wheels and had to make to with taking turns sitting on my frame pad
