Headset fitting problem

Tried test fitting an Odyssey pro headset to the Zippo build and the bottom bit is struggling to fit over the raised bit on the steerer tube. I've not tried to persuade it on yet with any force but I'm wondering if this is normal or do I need another headset?

I've have thought about introducing the raised bit to my friend the dremel just to take the edge off and help with the fitment....

ya need to drop the washer in boiling water then it will fit better
or get one of ya mechanics at work to wack it on
