i was told the other day from a mod if you get ya stars removed it enables ya to shout if you have stars then ya can't

This is correct.

Stars or shouting...it's your choice...not sure why, it's since we set up a 'Shoutbox Banned' Member group it seems to knock the other out unless we put your Primary Member Group as 'Site Supporter', but then that kills the stars.
