Hi Jon,
There are/were two types of RL240. The early ones (up to mid nineties) had a twin top tube and the latter ones had a single top tube with a platform stand.
A later one:

I have a later one (not fully spec) and it's not bad to ride - 20" top tube so longish for the era.

That looks pretty stock to me (but I don't know much). There are scans of Redline catalogues on BMXMuseum here:

Scroll down to the 1996 and 1998 catalogues - there are RL240's in each.
However I have my suspicions that there was a UK or Euro specced version available that may differ from the scanned catalogues. Perhaps someone who was actually riding in the 90's may know.

I had a 91, looked exactly like the RL20B but was mild steel and had a round down tube

I've still got my F&F, as far as I can remember, it came with Redline 1pc crank, Redline CD, plastic pedals, DC Bulldog Brakes, with potts & gyro, some 48s & just redline branded stem, bars, post, seat & clamp.
Sorry I'm not 100%
