The front suspension look home made, the nyloc nuts are welded on. I wonder if it's some sort of Motocubane (not spelt right) trials bike of some sort. Ther was a test on something similar in Action Bike.  Bottom bracket is the sort of european style one I have seen , American size spindle and cotter pins.

i had somthing very simular to this when i was a kid !! attack tracks it was called or somthing like that ,,,

Looks like a bike that my brother had in about 1981,called a Tracker but can`t remember who made it.
