Title: Do quill stems have different diameter shafts?

I bought a generic, unbranded stem from ebay for the Falcon cruiser build and the shaft is a bit too wide. Do they come in different diameters?
I should point out that the stem is in perfect nick, so it's not damage that's caused this.

yeah, apparently the stem off an anniversay burner doesn't fit OS bikes it's too big.

I've looked and old stems were 21.2mm, and 22.2mm seems to be new. I have contacted the ebay seller begging for an exchange. :-[
