Title: headset headache please help

hi guys trying to fit a new eclat intergrated headset to a 2009 united 40 frame with some 2000ish pitch forks and just cant seem to stop movement ,if i tighten the preload bolt so there is no movement then you can hardly turn the bars any ideas  cheers :D

 :) Do you have enough stem spacers? Sometimes adding a 1 or 3mm spacer will solve the problem..

You haven't put a bearing in the wrong way up have you?  Sounds daft but is easily done.  ;D
