that looks like an RL240 Si, does it have an oval down tube?

I was sure it says Redline ....? to 1997 on the seatmast sticker?

in 1996 the rl240 was not like that. it had a GT performer style platform - like pretty much every generic freestyle frame did at that time (like the mongoose sniper in the other thread)
they had that loop in the early nineties. if i had to guess, i would say 92-94

ive stripped it down for a clean and just gonna use it for cruising about on around the vee dub shows, the bars are haro but unsure of what type

The seattube sticker says 1991
So I guess that would mean that it is a 1991 model
