I don't know, but the first ripper I ever saw had a black one of these on it just the same, that was about `82.
Was told that it was a cruiser stem, but there will be more opinion along shortly i'm sure.

unfortunately you can't just swap the bolt over like that.....
$200 is cheap so far :daumenhoch:

Doesn't look like its aligning correctly?

on the inverted pro necks the stamping goes on the top,not on what is the cap on an ordinary one.the one on ebay has the stamping on the cap,it should be on what is now the top(what should be the bottom usually) basically the long top part should have the stamp, not upside down on the cap, someones just fudged that one together :knuppel2:

not contradicting markyp but to my knowledge which isn't great that pro neck is right i had a nos gold one and that was the same in the packaging , the tuf neck ones are stamped on the long top part but the 2 other ones of the inverted pro necks i have seen were stamped on the top bit (the cap) which is now underneath on the inverted ones if you know what i mean , i'll see if i can find some pics , as marky says i'm sure you could flip it over but the real ones are like that :daumenhoch:
