I know people call these Mini Stems but I always thought these were the early type suntour stems before the power stems or am I wrong ?

You're spot on - they were the first Suntour stems, mini in comparison to the power stem, but they were made for full size bikes. Look at Ash's Ripper that belonged to Scott Breithaupt :daumenhoch:

It indeed a Laguna made PLME clamp from around 77/78. Without doubt one of if not the rarest seat clamp, more so than a cook's I'd say 8)
