my first guess would have been rickman. (race bars) i believe that all rickman stuff had a serial number stamped into the end of the handlebar (right hand side on my freestyle bars)

British bars 4 sure . I got a pair brazed like that . My bud had a very similar pair  ;) we deduced there was a lot of stuff made bitd . But identifying them is a bloody nightmare.
