Title: UGP stem pad issue. Can you help?

So guys, am I just being thick or, how the f**k does this thing fit on my stem  :D

The open area above velcro should be over the back by the stem bolt, the velcro comes round the fromt and under front of stem i think.  :daumenhoch:
