Title: skyway tuff wheels paint job

Hi, I am new to resto, I have a pair of original skyway wheels which are a cream colour and have been painted in the past by previous owner.
Rather than remove old paint which is fully intact, could I rub them down then apply premier then the  paint colour finished off with a lacquer to harden and product the finish.

think its cooler to sand tham down and then dye them with rit or dylon - you can refresh of turn lets say green to blue, yellow to red, or everything to black f.ex...
Not sure, but think you can even use paint remover on tuffs (- someone please confim if so).

Paint strip then dye/bleach but not paint.
