24"  or  26"

My guess would be it's a JAD Cruiser of some sort  :)

Why does the top tube go straight through the headtube, is it open at the end?

looking at distance between chainstay and seat post, could you get any wheel on there that would allow the cranks to turn?

I have heard of a layback seatpost , but never a layforward  :-\

Nice drawing though  :daumenhoch:

Keep the cranks and stick the frame on Raleighburner.com Nick , it will sell in no time ..... they love a bike with funny geometry
