Not all new Skyways have the little hole for the reflector I think that was only done for OEM wheels i.e. Tuff IIs destined for manufacturers to put on their completes.
Are they sealed bearing if so they are new ones. Does the rear have a riveted hub, if so then they are old ones.
They look like newish ones as the rear does look like it has a plastic hub.

For an 83 build you'll want alloy hubs front and rear like these

That's correct. I have a new set of black ones from 2008, that have the short axles and no reflector holes. They were made officially for sale, as opposed to the long axle ones with reflector holes that were intended to be used on budget supermarket type bikes.

Does the sky tuff 2 pat number 4280736 help determine the year or is it just the flanges?
Struggling like hell to get some to match the era of my 83 TA :'(
