Just a check, I've just sourced a survivor ET frameset and irc tyres and og hatta headset and sugino crown stem I'm gunna strip my refinished one and put everything onto this survivor frame is it classed as a new build or will the rad police object ?

New frameset = new build.

What we were trying to stop was bikes displayed over and over again with things like a new set of grips or a new chain etc and then the bike was put back into BOTM.

I class a new build as major changes, not a couple of minor parts.
