Title: Fake kuwahara?

I found this on flea bay. At first glance it's an E.T. but the rear dropouts aren't right. Also the frame looks like an Apollo but with a double gusset.  Not really up on them but it has some half decent bits on.
Just hoping someone could shed some light on it

..as right as the phoney Elina saddle.
I did come across this frame set when researching lugged frames but it escapes me now.
Some nice parts for sure, worth a watch for the wheels and stem I guess.
