tight chain loose chain situation ie when you pedal the chain slacks off then tightens again
im running redline flight ii , proclass powerdisk nos, turbolite chainring nos , alloy tuffs nos hub /axle and shimano 16t freewheel and chain 22 year old goose (i have tried other chainrings/wheels)
i reckon the chains stretched

Yeah . . . sounds like the chain's fooked
Are you using the collar supplied with the crank . . . double check to make sure the chainring is not running off centre

an easy check is to pull the arm and loosen the bolt holding the chainwheel on. it should lay flat on both shoulders and not be "pulled in" when the bolt is tightened. this will cause the chainwheel to bend. same at the rear wheel, ie: the chainwheel and drive sprocket must be on the same centreline as each other.

what he said, and also no matter what no chain ring is ever 100% accuratley milled, it only needs the centre to be out by a fraction of a mm to make the chain go slack--->tight.
first port of call.....new chain, see if that works.
