those forks look knackeres - as for the frame - i think its either a 90's mongoose DMC or its more than likely a Mongoose Hooligan. I had a 90's hooligan - it rocked!

Not a DMC because they had 990 mounts. Could be a Hooligan but I'm guessing it is a lower model Mongoose. Those forks do indeed look bent.
