Bullshit, it looks to me like he uses his pedals more for balance and bike control, he isnt pedaling for speed
You could get the same speed with a pedalless manual and relying on pump

stick yer bum out as low as possible over the rear wheel! it helps balance, like a counter weight
practice on a slight hill downwards, makes it easier

and keep your arms straight - DO NOT try to keep the front wheel up using
them - pump with your legs.

front wheel going too high > move arse forward.
front wheel going too low > move arse backwards.
