is it possible to clean or "bleach" old white skyways ???

yes. bleach them to an inch of their lives.

Remove the axles, etc and coat the alloy hubs (if any) with grease or Vaseline. Soak the wheels in neat bleach for a week or two depending how bad they are
Here's a set I've just done ... I also scrubbed them with liquid cleanser (Cif) in between soaking
