Dan ,
TFM is Twenty Four Mini , CW . No 165 is low , perhaps early . Where do you find these things ? .
Have you got a side on pic ? , the CW TFM was very easy to spot because the toptube was real low near where it met the seat tube . Very low stand over height :daumenhoch:

i have the measurement from bottom of top tube to bb is only 220mm very short seat tube.
the funny thing is for a mini frame ,i sit on it and it feels a good size :idiot2:
maybe more like a 20" its cool bike thou and in my town undiscovered for 20 years.rare bit of kit.

yeah definitely a CW Twenty Four Mini ad Mat said. Nice find!
My CW Pro Motion 24 has a really low top tube as well, looks almost new school.
Look out for the decals on ebay.com. They pop up every now and again, mostly in blue or red an chrome background.
