i also remember some forks that had the pegs mounts right at the bottom too, so the pegs were like 3 inches below the axle

The first Zima ones were like that. And the first WAL ones. I heard that Wilkerson got a load of 26" forks for a good price and just moved the drop outs up without cutting the tube down.
