Title: landing gear forks?

can anyone shed any light on these landing gears? they are 1" threaded and stamped SE but there are no holes in the dropouts which i have not come across before? any ideas?

An aluminium plug with a threaded hole in it...

its not there? do i need it? never seen one before on a 1" threaded old school fork?

I'm thinking... mid to late 90s Threaded Landing Gear or Threaded Landing Gear Max?  don't even know if they made them threaded, but looking at the size of those drop outs, who knows...
