Best off getting your youngster to try some for size, GT do MICRO, MINI, JUNIOR and EXPERT sizes; but a HARO junior and a GT junior have different top tube lengths. If they are really smaller REDLINES micro comes with 18 inch wheels, very difficult to get tubes and tyres.
Have a look at this shop, mobile shop so shows up at regional races.

My little girl has one of those Haro Mini's as well - nice bike.
She's 6 and I've cut the seat post down so that it slams right down to the seat - she gets on with it real well now.

My little lad is 5 (almost 6) and rides a Redline Micro Mini. This is a good bike for the under 6s as it has 18" wheels rather than 20", so fills that gap when they come off a pit bike but aren't quite big enough for a Mini/20" wheels.
Groove Racing attends most big races and always has a good selection of nippers bikes, so that's a good place to try bikes for size and buy them from.
They look like cruisers cos the wheels are big in comparison to the frames.

I must admit that foto was taken the first time he rode it................... i have since cut the seatpost down so that it sits on top of the seatube.
