Just stripped GHP Project , this Powerdisc was on it. This was a very expensive build when new (83/84) so I don't think it's a cheap crap one but I can't find any logo's ? . It's finished in a thin kinda chrome that's peeling off now. I thought maybe Hutch , Petes Precision (don't think they did this finish though) or something else. Excuse the crap pics.

Flaky chrome
Sounds like a Hutch then
Looks like a hutch , but never seen one up close.
