Title: How Too section?

with all the stickies in the Tech section there's only room for about 5 posts before they get moved to the second page.

would it not be better to have a locked down 'How Too?' section that people could refer too but not reply too?  that way it's owned by the moderators and available to all as a good reference point.

Maybe someone said this before but it's just annoying when you go into that section to always have to scroll down to the bottom of the page.
