Title: Any idea of what frame this is ??

This belongs to a friend of mine, it's quite light and looks well made, welds and stuff.

The frame number covered by rust is a C from what I can make out.

is there 2 small drill holes at the front of frame
where a badge may have been?

CHECK SILENTPARTNERS BLACK 401 FRAME.
IT HAS THE WRONG FORKS YOURS ARE CORRECT

if theres no holes in the headtube it more likley a prolite.
they used the same f&f

I have a pro-lite privateer and the serial number starts the same so it must be a privateer.Are the end of the forks blanked off or open because when we compared dibblys peugeot to my pro-lite his fork ends were open and the serial number was different :)
Also his had two drilled holes in the head tube where as the pro-lite hasn't  :daumenhoch:
