There are a couple of places in the uk that you can do this but i cant remember who at the moment...........It may come to me.....................

it need,s to be uk based thanks, and really frame building as ive been building bikes aslong as i can remember

I think Dave Yates and Chas Roberts also used to do courses.  I dunno what they know about BMX frames though.
