Title: 1" steer-tube thread size & die availability?

Guys, I've got a mini Kuwharah (Tange) frame as a present for my brother that the head-tube is well short on. In order to fit a pair of NOS Tange forks to it, I need to extend the steer-tube threads downwards and cut the tube down by about an inch.

Firstly, is there anyone out there who knows what the tread size atually is, and secondly, if anyone knows where I can get a die to cut this thread.

Finally, is there an easier way, ie is there somewhere I can get a mini-sized set of forks to fit it in the first place?  :-\
