No, but you do need to have at least Silver membership of BC :

You need to ask for a provisonal iicense which is free

No, but you can start the season whilst your application is being processed.

where do you get a provisional licence from and do you need one for old skool series, or races?

Britush Cycling federation, it's included in your membership if you ask for it.

Anyone who rides on a race day should be a member of BCF. as it helps insurance matters greatly.
