I had this problem once and I sprayed loads of penetrating oil down the fork stem and left to soak.   Then I clamped a metal bar in the stem where you would mount a set of bars and twisted it.

Diesel does work well.

IMPORTANT NOTE

When soaking any stuck object in diesel, please make sure that you are doing it in a small enclosed room whilst smoking a cigarette. *
