Title: Bearing cups in tuff type wheels LOOSE?? Now with pics

I've got a NOPED scooter I plan on restoring, stripped the wheels today and the cups that the bearings sit in fell out of the wheel!!!!
Is this normal? If not what is the best way to secure them, Glue, but then they would be stuck forever or a Tin Can Shim to make a tight fit?
Does not look like the cups have been turning in the wheel, but I have never had a set of loose ball tuffs before and it just seems wrong.

try and get a picture up Gary - i have no technical knowledge what so ever - but some of the geeks on here have - pete quad is quite helpful

Gary, i maybe well off the mark here but maybe they're just held inplace once you've re-assembled all the axle and tightened it all up?
