looks like an early tange frame to me, so could well be a Kuwie.

Not a Kuwahara I think snav69 is right a generic Frame and Forks of some kind low value.

In the absence of a better picture I'd say it is either an Akisu or similar low end frame although it does have a DB look to it but I'm pretty sure the gusset hole is round and not diamond shaped.

They did do a couple of low end models full of steel bits and low end parts which made me think...
