Is it even a BMX frame?

:) Looks like a Mini Motivator 99-2000 ish?

I'd go with that, deffo a 16" wheel frame - not worth much tbh :-\. Deffo not a Pro frame though ;).

A NS Minigooose ... ... ...

Mongoose Pro is stamped on the dropouts and the bike had 20" wheels on it! ::) :)
would mongoose have still used 1" threaded headsets in 1999 or 2000

All Mongoose bikes have Pro on the stickerset, doesn`t signify anything. That model was/is a low end bike and would have had a 1"threaded headset even now.
