Title: Can anyone tell me what bike company made this stem?

Hi,

I was trying to find info on the web about this stem but have failed, miserably. So I thought I'd ask help from the experts here.
 
I got this stem off a pair of Race Inc. bars that , I was told, were on a 1979 Race Inc.  I know I've seen this 'R' logo before but I just can't come up with the company. 
I thought for sure it was Rampar.  :-\   

It has a short shaft of 3.5".

Any help would be greatly appreciated.

looks like  the Raleigh Logo to me?

That's what I thought too, but I could only find pics of the classic headtube badge.  Thanks.

Definately a Raleigh logo, a mini stem maybe?

That is a raleigh stem & not from 1979, much much newer.
