Title: Bike ID needed, is it a pos or what ?

finaly found a scrappy that is going to sell me all the BMXs he gets  ;D but in order to get the good stuff im going to have to buy bikes like this  :D
any idea what it is ?
welds look good but it looks like its made from old scaffolding bars  :LolLolLolLol:
