I have a frame with a seatpost well and truly rusted in, tried a vice and the seat post just started twisting and bending. Is there any thing else I can do like get it bored out of maybe saw it off and hammer the stuck bit right down in the tube?

wd40 or diesel oil well soaked and again
after the vice again and last resort cut of flush then
with a long hacksaw blade cut down inside the post takes a long time
either cut in half or 1/4s

is the frame gonna be repainted or is it chrome?
if it gonna be repainted plug the post and turn the frame upside down and then fill the seat tube with diesel or i used some old premixed petrol and two stroke oil soak it ove night and then see if someone you know can heat the frame with a blow torch and twist the post in a vice
this is what i did with my old mongoose and it worked then

As already suggested pour diesel down the seat tube making sure the hole at the bb is sealed (if there is a hole) leave for a couple of days and then before attempting to remove it in a vice or applying heat give the seat post a hit with a heavy hammer or club mallet square on, i.e. from the top. This will help break the "weld" between the seat post and the seat tube and should help you get it out. I'd use heat as a last resort as it can do all sorts of damage if you get too heavy handed trying to remove the post :daumenhoch:.
