Title: resizing image to make decals

Wondering if anyone can help me out I wanted to print some stickers that only measure about an inch wide by half an inch high, I have the artwork for it but it's larger sized than what I want, what's the easiest way to reduce it so it comes out the right size when I print? can it be done on microsoft office picture manager? Hope that makes sense  :LolLolLolLol:

photoshop. you can determine the printed image size.  :daumenhoch:

Thanks for the offer I ended up ordering the decals in the end, but would still like to learn to do this it's the only thing I come unstuck on for some reason, must be a mental block  :idiot2:
