... a set of road forks cut down to 20 inch would have enough clearance for a 1.75 tyre and stock bmx hub given the forks tend to taper?

I think the distance between road bike forks are less than bmx on the front and more than bmx on the back

Yeah I thought the same mate but the ones I'm looking at are 100mm between the drops and are 45mm wide under the crown.
obviously will lose some width when they are cut down but hoping I can ease the arms out a little. Think 45mm may just be enough  :-\
