Why wont my forks tighten?!!

As the title says why cant i tighten up the front forks ? Is something missing (see pics) ?

Like Zed says, spacers and a cap & bolt to screw into the star fangled doobry in the top of the forks  :daumenhoch:

def need some spacers so the cap and star nut can tighten against the stem not the forks  :daumenhoch:
