I'd go with that, deffo a 16" wheel frame - not worth much tbh $:-\$ . Deffo not a Pro frame though

Mongoose Pro is stamped on the dropouts and the bike had 20" wheels on it!

would mongoose have still used 1" threaded headsets in 1999 or 2000

All Mongoose bikes have Pro on the stickerset,doesn`t signify anything.That model was/is a low end bike and would have had a 1"threaded headset even now.
