Think the missus got it spot on to use the blue decals Ady, think the black would look good, but i have loads of pics with various plate set ups on this bike, including one pic of him running a front brake in a mall, maybe australia, but definetly blue vans decals and Mike had a tendancy to cut and mess around with decals, not sure if they did black skyway decals back then, but possible as there was loads of copy stickers produced back in the day, but my guess is blue.
Picture below shows black 1B plate with yet another decal layout, took at a skatepark in the UK, 84

It all depends which image he is building the bike to....in the first image they are definitely black!

Yeah deeman, I see what saying, they do look black, but I think it's just the photo, if you look at the front comp3 which is blue , that also looks black aswell, just my thoughts👍, I'd still reckon they would be blue
