Title: What frame is this?

Any ideas? I dont recognise it - but the rear end makes me think webco?

hmm, ive seen that gusset before, it has an old bmw type looking logo on it...

wow! What a pic - it looks gorgeous! Are they particularly rare/valuable? Worth a restoration?
