What feels right to you to be honest.  I am also 5' 9". 

Get over to Rom on a Sunday morning and I'm sure you'll get a go on enough bikes to get a feel for what you like.

fly mosca, 20.6tt 13.75cs, i think im 5' 10/11"  ride what feels comfortable not what people think you need to ride

i also hav a fly mosca but with 19.4 top tube which is very small as i am very small aswell
