Brake mounting head scratcher!

I've mounted rear brakes on a few trickstars now with no problems ... but i have one here that i just mounted a rear nippon on and the pads do not reach the rims.  I have moved the rear wheel right in on the drop outs as far as it will go and they still wont reach .. almost an inch off!  So i compared it with a couple of other frames and the brake bridge has been welded on higher up nearer the seat post that the others  ???
The brakes are fine on other frames.
Can't see what i can do about this .. any ideas?

Was that the frame that originally had the odyssey brake on bud?

Very strange - do you have some pics of the brake bridge position?

No Daz, its a different one.
OK... the top pic is another frame where everything fits perfect, note the position of the brake bridge ... then the blue one has the brake bridge a lot higher and the last two pics show that the pads dont reach and the wheel is as far in as it can go ..where i don't really want it  :-\
They are both US made
