Cracked weld doesn't sound too healthy that. Even if you do remove the damaged weld and put another run around the head tube then it would need to be heat treated afterwards if the frame is 4130 to get the strength back into the tubing as the heat from welding would have affected it. This would be especially critical at the head tube with the high stresses it will receive.
