Can I put pegs on front wheel, 2009 Freestyler

Ok, say I wanted to keep that washer, can I get a longer axle that fits tuffs?

Took one of the front washers off and the axle still only sticks 3.5mm past the wheelnut.

Looks like the axle is 140mm, can I just knock that one out and put a longer one in? Does it need to be anything special?

would this fit the front wheel, although it says rear?
